- Begin with public or specifically approved records for one project and period. Do not connect an unrestricted drive or assume every record can be processed.
- Search the project name and related language in documents and working transcripts. Record which formats were actually processed and where coverage is incomplete.
- Open the minutes page and replay the corresponding discussion. Keep the formal decision and surrounding debate distinct.
- Review the candidate set with records staff. Any subsequent redaction, retention decision or official response remains in the organization’s established process.
What remains a human decision.
Staff decide completeness, retention, redaction and disclosure. No automatic legal determination.
What would make the evaluation useful?
Time to reviewed candidate records and the number of relevant sources missed. Compare the complete task with the existing approach, including verification and correction—not only the first search response. Include a question for which the sample has no answer.
Success means a useful, checkable set of candidate records with fewer missed sources or less review effort. A demonstration does not establish that every responsive record has been found.
